Annual Survey of India's City-Systems (ASICS) scores 21 cities across 18 states in India on the four aspects of City-Systems. It does so by evaluating 83 parameters spanning all four components:

  1. Urban Planning and Design
  2. Urban Capacities and Resources
  3. Empowered Legitimate Political Representation
  4. Transparency, Accountability and Participation
