Specimen Municipal Law for Municipalities in India

In order to bring certain uniformity in this scenario and to establish certain minimum conditions of ULB management, the Ministry of Urban Development (MoUD), Government of India has finalized a Model Municipal Law (MML) of India in October 2003. The basic objectives of the MML are to implement in totality the provisions of the 74th Constitutional Amendment for empowerment of ULBs, and to provide the legislative framework for implementation of the Ministry’s urban sector reform agenda
