With some of the highest poverty rates in the U .S., Rochester, New York used its IBM Smarter Cities Challenge grant in 2015 to identify ways to improve the lives of those in need. After visiting the city, IBM experts made a series of recommendations -- from leveraging data for greater insight to more effectively embracing the power of community.
