Its very Good Idea. But we have to Take the People's opinion tooo.
I would recommend sidewalk more than 15' and minimum 10' wide bike lane (5' each direction) as widely accepted, also parking lot is very small needs to redesign or relocate.
Park layout design can be modified, never seen Go Karting site at waterfront in NYC or Jersey City waterfront area!
Water front area mostly used by people for walking, running & recreational activities.
