The USAID-funded Philippine Water Revolving Fund Support Program and its Follow-on Program have helped several water districts prepare feasibility studies for septage management projects. Many water districts have signified interest to explore a public private partnership arrangement in the project implementation and operation. These projects, even with the most conservative assumptions have been found to be financially viable, with secure revenue streams and manageable technical and political risks; thus lending themselves to PPP arrangements. This report establishes the business case and presents a model contract for a build-operate-transfer (BOT) modality executed under Republic Act 6957 as amended by Republic Act 7718 or the BOT Law and its Implementing Rules and Regulations (IRR). The business case will serve as a guide for implementing the project under a BOT arrangement.
