Report of the Group of SecretariesOn 28th October, 2016, ten sectoral Groups of Secretaries were set up by the Government for undertaking a Mid-Term Review of policies and programmes of the Government. As part of this exercise, the Groups were required to examine the performance of flagship schemes of the Ministries/Departments, pinpoint
possibilities of convergence, undertake in depth review of processes, procedures, institutions and autonomous bodies. The Groups were tasked with the responsibility of suggesting new policy initiatives and ideas for budget.
