This report lays down policy framework and diagnostic tools that enables the cities to prevent any loss of physical and social structures, including: improving living conditions, especially in slums and hazard-prone areas; bridging the divided cities (inclusion); expanding the coverage and quality of basic infrastructure services; and managing the city’s physical form. These lessons are derived from learnings drawn from developing countries including India. The report is organised around three policy pillar of planning, connecting and financing to develop a practical framework for sustainable urbanisation.
