Model RFP for PPP ProjectsThe guidelines for Invitation of Financial Bids for PPP projects (Model RFP Documents) had been issud by the Department of Expenditure, Ministry of Finance vide OM no. 24(1)/PF-II/07. These guidelines, along with the guidelines for Pre-Qualification of Bidders for PPP projects (Model RFQ document) vide OM of even number dated 5th December 2007 laid down a model framework for tendering out infrastructure projects implemented through PPP.
The model RFQ document has since been revised as per recommendations of ESCoI (Empowered Sub-Committee of CoI). The revised document has been circulated for the use of administrative Ministries/Departments/Autonomous Bodies vide OM no. 24(1)/PF-II/2006 dated 18th May 2009. Consequential changes have been now carried out in the model RFP document which is enclosed.
