The toolkit has been prepared by the Mission Directorate of Sub-Mission for Urban Infrastructure and Governance, under JNNURM, with support from the JNNURM Technical Cell and PricewaterhouseCoopers Pvt. Ltd. The toolkit has been prepared from a ULB’s point of view and is designed to help the ULB to determine whether undertaking a particular project under PPP maximises the benefits to the public as well as ensure long-term sustainability of the project. Accordingly, it should not be used as a substitute for consultation with professional and competent advisors.
