Ministry of Housing & Urban Affairs, Government of India launched the CITIIS program in March, 2018 in collaboration with the French Development Agency (AFD), European Union and National Institute of Urban Affairs (NIUA) to provide financial and technical assistance to smart city SPVs for implementing innovative urban infrastructure projects. In the first Phase 67 project proposals were submitted under the CITIIS challenge and finally, 12 projects across 12 SPVs were selected in March, 2019 for receiving the financial assistance to the tune of INR 800 Crores and a tailor-made technical assistance program through national and international experts.
MoHUA in collaboration with AFD, KfW, European Union and NIUA is currently designing the SECOND PHASE of CITIIS program titled as CITIIS 2.0. This nation-wide consultation is for inputs from all the Smart City SPV’s in designing the CITIIS 2.0 program.
The ‘Program to fund Smart City projects through a Challenge Process’ is a three-year program, financed by the French Development Agency (AFD) and supported by the European Union (EU).
This program aims at putting in place a complementary instrument to the smart cities mission to provide a financing incentive and technical support to demonstrative projects selected through a competitive process. It supports projects looking for excellence and develops the capacity of Urban Local Bodies to implement integrated urban projects. It also develops peer-learning activities and cooperation between smart cities to enhance the capitalization of best practices at state and national levels.
Four values are at the core of the CITIIS program: sustainability, innovation, participation and relevance. Participation is particularly important as CITIIS is intended to be an inclusive program in which citizens contribute to the preparation of the projects.

3. Towards CITIIS 2.0
A second phase of this program, CITIIS 2.0, should be appraised by the AFD and KfW and implemented in 2021. Even though this program has to capitalize as much as possible on CITIIS 1.0, two major changes are envisaged:
Taking into account the lessons learnt from the implementation of CITIIS 1 and the two major changes envisaged, a large consultation has been launched among the Smart Cities Mission SPVs. This consultation aims at collecting suggestions from all the SPVs in order to co-construct the design of CITIIS 2.0 with local stakeholders, who are also potential future beneficiaries of the program.
