TRAI officials during their visit to Jharkhand state capital Panchi had discussions with the state government officials regarding the broadband penetration in the major cities of the state. It came out during the discussions that the broadband penetration is low and not to the desired level. It was felt by TRAI that a study should be conducted with inputs from all stakeholders as to the reasons for low penetration and how it can be increased. Deoghar city was selected as a pilot case to study the feasibility of laying of common duct.
