Ray_ Citizen ParticipationThe Guidelines on Community Participation aim to describe the process of engaging communities in all the stages of RAY, including planning, survey, preparation of Slum Free City Plan of Action (SFCPoA), micro planning during preparation of DPR, implementation of projects and operation and maintenance of the created assets. It is imperative to initiate a process, which is inclusive and participatory right from the beginning to build stake and ownership of people contributing to their empowerment. To facilitate this process, the role of ULBs, RAY Technical Cells, city level NGOs and CBOs (slum dwellers associations) becomes vital.
