The Smart Cities Mission (SCM), under the Ministry of Housing and Urban Affairs (MoHUA), has been undertaking performance assessments and rankings of cities using frameworks like Ease of Living Index (EoLI), Municipal Performance Index (MPI), Climate Smart Cities Assessment Framework (CSCAF) and Data Maturity Assessment Framework (DMAF), since 2019. Until now these exercises were undertaken as separate initiatives and at different times in the year.
The Ministry has decided to streamline this process such that indicators from the above assessment frameworks are consolidated by sectors and cities no longer need to supply data according to individual requirements of each framework. Outreach to cities for data collection is expected to be organized as a one-time annual exercise instead of the different assessments being spread throughout the year. This is expected to create time and effort savings for cities since several duplicate indicators will be eliminated, and cities will be able to internally organize data collection as a one-time annual effort, allowing remaining time to be freed up for other pursuits.
To execute this exercise, NIUA, along with MoHUA, has consolidated 350+ indicators from above frameworks and distributed them across 13 sectors, viz, demographic, economic & finance, education, energy, planning regulation & preparedness, environment, governance & ICT, health, housing, mobility, safety and security, solid waste management, and water & sanitation.
We are seeking inputs on these indicators for completeness of sector wise analysis as well as ensure inclusivity through lenses of gender, disability and young children.
