Request For Proposal Appointment of Principal Consultant for Project Management of Pan-city Digital Thane Initiatives and Carrying out Stakeholder Engagement & Knowledge Management for the Implementation of Smart City Projects in Thane

The Thane Municipal Corporation has submitted within its smart city proposal, a set of pan city projects with the aim of providing seamless municipal services to the citizens of Thane. The pan city proposal envisions a digital thane wherein government services are accessible to citizens, service delivery is optimized through use of ICT solutions and citizens are connected to the municipality, business and to each other through highly personalized solutions.

The Thane Smart City Ltd. (TSCL) is calling for proposals from consultants who will enable and facilitate the TSCL and the TMC in implementing the Pan City Proposal & allied ICT solutions and provide assistance in areas of citizen engagement, stakeholder management, project marketing and knowledge management.

The scope of work of the consultant shall extend over a period of five years. The scope of work of the consultant has been structured as four modules namely:

1. Module 1: Technical assistance to TSCL and TMC towards planning, co-ordination, management and monitoring of implementation of the Pan City Projects and Allied ICT Solutions (as mentioned in section 7.3)
2. Module 2: Citizen and Other Key Stakeholder Engagement
3. Module 3: Project Marketing and Outreach
4. Module 4: Knowledge Management The principal consultant shall set up and deploy a project management unit in Thane Municipal Corporation or the premise of the TSCL for the above tasks.
