Shri Shiv Das Meena is an Indian Administrative Service Officer of Tamil Nadu cadre (1989 batch) having nearly three decades of experience in public service.

He has acquired Bachelor’s Degree in Civil Engineering from Malaviya National Institute of Technology, Jaipur and Masters of International Studies from Kobe University, Japan.

In his career as a civil servant in the State of Tamil Nadu, he has held various key posts including Commissioner of Commercial Taxes; Commissioner of Agriculture; Executive Director, Tamil Nadu Electricity Board; Managing Director; Tamil Nadu Medical Services Corporation and Secretary to Government; Special Programme Implementation Department; Principal Secretary (Food, Cooperation and Consumer Protection Department); Principal Secretary to Chief Minister of Tamil Nadu and Principal Secretary; Public (General Administration) Department. As Managing Director of Chennai Metropolitan Water Supply & Sewerage Board, he was instrumental in implementation of two Sea Water Desalination Plants and as Administrator of Annamalai University he implemented several administrative and academic reforms in the university successfully.

Since August, 2017, he is working in Ministry of Housing and Urban affairs, first as Joint Secretary looking after Atal Mission for Rejuvenation and Urban Transformation (AMRUT), a flagship mission of Government of India to provide infrastructure for basic civic services such as water supply and sewerage in 500 cities of over 1,00,000 population and now as Additional Secretary looking after Housing, Ease of Doing Business in construction permits and Urban Planning.

Mr. K Sanjay Murthy belongs to the Indian Administrative Service (IAS), an all-India Service of the Government of India, borne on the Himachal Pradesh Cadre. He holds a Degree of Bachelor of Engineering and has spent 13 years in various field level postings including 6 years as Deputy Commissioner in 3 Districts handling various development programmes in the health, education and rural and urban development space as also performing regulatory functions of law & order and land administration.

He has also served for 3 years thereafter in the National Institute for Smart Government (NISG), Hyderabad a premier institute involved in providing consultancies to Central & State Government Ministries and Departments on implementing e-Governance initiatives.

Since returning to the State Government in 2007, he was looking after Energy Department as well as MD of the HP Power Corporation. He was entrusted with 3 departments namely Elementary Education, Higher Education and Technical Education in the State Government from 2011 to 2013 and also held the charge of Principal Secretary of Transport, Housing and Urban Development, Government of Himachal Pradesh from 2013-2014.

He joined the Government of India again in 2014 in the Ministry of Information & Broadcasting, as Joint Secretary and was dealing with Broadcast licensing and content regulation in this sector.

He joined the Ministry of Housing and Urban Affairs in 2018 and presently, he is Additional Secretary overseeing matters pertaining to public works, Delhi Development Authority and urban transport related issues.

Kunal Kumar, IAS presently holds the position of Joint Secretary & Mission Director (Smart Cities Mission), Ministry of Housing and Urban Affairs, Government of India since May 2018. Earlier, he was Municipal Commissioner at Pune Municipal Corporation, Maharashtra for close to 4 years. He has been working in the State of Maharashtra since 1999 and has served across various cities of Maharashtra. Jagan Shah is Director of India’s apex urban think-tank, the National Institute of Urban Affairs, which supports the Ministry of Housing & Urban Affairs with policy formulation, implementation and monitoring of urban programs. NIUA executes a diverse portfolio of projects, conducts new research, produces proof-of-concept and promotes ecosystems for enabling urban innovation. Shah spearheads the team that works on the development of MPD 2041 at NIUA. He is recognized as a thought-leader for the Smart Cities Mission. Shah is a professional architect, historian and theorist trained at the School of Planning & Architecture, New Delhi, the University of Cincinnati and Columbia University.

He has been a teacher and writer and has advised a number of corporate and development sector clients. He served as the founder CEO of Urban Space Consultants from 2007 to 2010, Director of the Sushant School of Architecture from 2011 to 2012, Independent Director of Delhi Integrated Multi-modal Transit System from 2015 to 2018 and has been a Trustee on the board of Clean Air Asia since 2016.

Raj Cherubal is the CEO of Chennai Smart City Limited (CSCL). Earlier he was Director-Projects for Chennai City Connect (CCC). CCC, a platform for industry associations and civic organisations, envisions vibrant Indian cities that deliver world-class quality of life, infrastructure and services. He has worked on various projects on sustainable transportation and urban planning focused on pedestrians, integrated multi-modal public transportation, sustainable solid waste management, restoration of urban water bodies, sustainable financing of urban infrastructure, redevelopment of business district and regional planning. He has worked to promote decentralisation and good urban governance, economic freedom for entrepreneurs, especially poor like street vendors and others in the informal sector and for their recognition as profit seeking entrepreneurs. He holds a M.S. in Physics from the University of Louisville and a M.S. in Nuclear Engineering from the University of Michigan, Ann Arbor. He has worked in the software industry in areas like computational physics, visualisation, telecom and finance.

Shan Mohan is a 2013 batch IAS officer, AP cadre. He started his civil service tenure on the prestigious Polavaram project as Project Officer and streamlined several processes after which he took up the role of Additional Commissioner, APCRDA. In that role along with that of the role of the CEO of ASSCCL he has been instrumental in taking the construction activity to the top gear while ensuring integration of smart city projects infto the greenfield construction so that Amravati is born digital and born smart. e is a BIT Pilani graduate and has an MBA degree from IIM Ahmedabad.

Nidhi Srivastava IAS, officer AGMUT 2010 batch, is presently the Deputy Commissioner, South DMC, Government of Delhi and is also handling the charge of the CEO of NDMC Smart City Limited, Government of Delhi.

In this post he was head of department of Urban Local Bodies and he has very vast experience of urban administration. From administrative perspective of urban areas to service provisions and resource mobilization by Urban Local Bodies, he has first-hand involvement on all these issues.

Samarth Verma is an IAS officer of 2011 batch. He is currently posted as Municipal Commissioner of Bhubaneshwar. He was previously posted as Collector Sambalpur for around 3 years.

Dr. Rajendra C. Jagtap is currently the CEO of Pune Smart City Development Corporation Limited. He has worked as Additional Municipal Commissioner, Pune Municipal Corporation and as Chief Executive Officer of various cantonment boards in India. He holds a Doctorate in Solid Waste Management. He has played key role in successful execution of many smart cities projects in Pune. These include Smart Street redesign, Smart Placemaking, Smart Public Bicycle Sharing, Smart E-toilet specially for women and children, Citizen engagement programs and initiatives, Smart Elements which includes WIFI for citizens and a Command and Control Center that integrates data from various sources, Smart Street Lighting, Smart Solar Power, Smart School, Smart Health and few others.

During his tenure prior to the current assignment, his special achievements include: spearheading computerization of Land records at Southern Command, leading station survey of defence lands at Dehradun and Chakrata Forest, development of GIS survey for PMC property, completion of various construction projects that included sports museum and sports ground in the city and the development & implementation of E-governance software for 39 departments in the city.

Chaitanya Y. Bhatt is the CEO of Surat Smart City Development Limited. He is also the Deputy Municipal Commissioner of Surat Municipal Corporation (SMC). He is been pivotal in the progress of Surat Smart City projects till date.

He has qualified BE (Civil) from M.S. University in 1984 and MBA in Finance. He has a vast work experience of 32 years with Surat Municipal Corporation and since 2007, he is working as the Deputy Municipal Commissioner, Surat Municipal Corporation (SMC).

Rajesh C. Mathur is Advisor, Esri India Technologies Ltd., a Joint venture between NIIT Technologies Ltd. and Esri, Inc., the World’s largest provider of GIS software. Prior to that, he has held the position of Vice Chairman of the Board and President of the company.

He is an Electrical Engineer from IIT Delhi. He has attended general management program conducted by Ross School of Business, University of Michigan. Mr. Mathur has been associated with the IT industry both in India and overseas for more than 30 years. He has handled assignments in General Management, Marketing, Corporate Planning and International Operations. Prior to his current assignment he has worked with Wipro, IDM and DCM Data Systems in India and USA.

As the head of Esri India, India’s premier GIS products and services company, Mr. Mathur spearheaded the growth of GIS deployment in India. He is actively involved with various professional bodies associated with the Indian GIS industry. He is currently Chair of FICCI Committee on Geospatial Technologies. He is past President of Association of Geospatial Industries (AGI). He is also former President of Indian Society of Geomatics (ISG) and was honoured with ISG Fellowship in the year 2012. He has also been honoured and acknowledged by the India Geospatial Forum by conferring Lifetime Achievement Award in year 2012 for his pioneering contribution to the Indian Geospatial Industry by creating awareness and demonstrating benefits of this wonderful technology in different walks of life in India.

Gurmeet S Rai is a conservation architect based in New Delhi with over two decades of work in the area of cultural heritage. She has led multi-disciplinary teams to prepare conservation management plans for iconic sites of national and international significance in India and abroad such as the Red Fort in New Delhi, world heritage site of Ellora Caves in Maharashtra, heritage buildings in the Golden temple in Amritsar, Lumbini, the birth place of Lord Buddha in Nepal, monuments in Bagan in Myanmar and several others. UNESCO appointed her as the lead consultant for preparation of the Cultural Heritage policy for Punjab. Her work has been recognized by the World Monuments Fund in New York who appointed her as the project management consultant for scoping and coordinating conservation of 43 protected monuments in Madhya Pradesh.

CRCI India Pvt Ltd, established by her in 1996 has undertaken work in the area of heritage conservation for ASI, national and state level government bodies, UNESCO, Asian Development Bank, public trusts and others. CRCI has also prepared sustainable strategies for development of cultural heritage tourism thus engaging with both tangible and intangible heritage, it has also prepared the integrated heritage conservation and development plans for the historic settlements of Amritsar and Puri under HRIDAY, a unique flagship scheme of Ministry of Housing and Urban Affairs, Government of India taking heritage conservation from monuments to larger precincts at the urban level thus integrating heritage with the lives of people.

Gurmeet was awarded ‘Award of Distinction’ by UNESCO for two projects under the Asia Pacific Architectural Heritage Awards in the year 2002 and 2004 following which she has been on the jury of the Asia Pacific Architectural Heritage Awards of UNESCO for over 10 years. She is currently the President of ICOMOS India and an expert voting member on the ICOMOS International Scientific Committee on Cultural Tourism and on several advisory platforms in India and abroad.

Archana Mittal has been instrumental in taking urban resilience and sustainability agenda in the ministry forward. She has been instrumental in launching programmes on urban sustainability such as CITIIS program.

Rakesh Shankar is an IAS officer of 2004 batch and is Deputy Municipal Commissioner and CEO of Smart City Ahmedabad Development Limited(SCADL). He is tech savvy IAS officer having innovative and unique approach towards problem solving and has been an architect of for some of the marquee, first of its kind technology interventions in the country. In the past, Rakesh has been at the forefront in using m-governance for managing complex issues related to rural housing and drop out tracking systems for primary school. Rakesh has always been a big proponent of technology and believes that intelligent and innovative use of technology can eradicate some tenacious problems of the society. In his previous stints Rakesh has been involved in various transformational projects which have touched millions of human lives. At present Rakesh is conceptualizing various projects in diverse domains pertaining water, health, urban mobility, education, sanitation aiming to simplify and transform the lives of people of Ahmedabad.

Rohan Saxena is currently Chief Executive Officer (CEO) of Indore Smart City Development Limited and Additional Commissioner in Indore Municipal Corporation. He is young and a competent officer of State Administrative Service (SAS) of 2007 batch. He was the Topper of State Administrative Service exam 2007. Mr. Saxena is specially selected for the coveted post of CEO, Indore Smart City considering his deep and versatile knowledge and great administrative skills. He was honoured by Chief Minister twice, first for his outstanding role in Simhastha fair 2016 at Ujjain and secondly for winning CM Excellence award in 2015-16 for his commendable work of Rehabilitation of a slum in Indore. He started his career as Assistant Executive Engineer and is presently serving as Chief Engineer/General Manager (Technical) at KUIDFC Bengaluru.

In his long professional Career spanning more than 25 years, he has handled multispectral infrastructure projects in Urban Development, Public works, Water Resources, Ports, Rural development and in NITK, Karnataka.

His areas of interest include innovative & fast track Construction Technology, Green Buildings, Renewable Energy, Energy efficient systems and process automation.

Currently he is the Chairman of the State Technical Committee for smart city mission in Karnataka and is instrumental in the Technical appraisal and approval of SCM projects in the seven smart cities of Karnataka.

Rahul Kapoor is an officer of Indian Railway Accounts Service and is currently working as a Director in the Smart Cities Mission in the Ministry of Housing and Urban Affairs. He has acquired his Bachelors degree in Economics and a Masters in Business Economics from University of Delhi. In his earlier assignments, Shri Kapoor has worked as Director (Banking) in the Department of Financial Services, Ministry of Finance. As Director Finance in the Ministry of Railways, he has gained expertise in design and implementation of Public Private Partnership projects and framing of innovative schemes for non-fare revenue generation. In his early career, he has gained experience by working in divisional and headquarters level positions over Indian Railways. He has also worked extensively in Rail Land Development Authority on financial appraisal, modeling and management of land development projects.

In his current assignment since July 2018, Shri Kapoor has been overseeing the operational issues related to implementation of Smart Cities Mission projects and has been involved in program design of various initiatives of the Ministry related to innovation, capacity building, standardization, livability, and governance of Smart Cities.

Dr. Gulshan Rai holds a doctoral degree and M.Tech and has over 30 years of experience in different areas of Information Technology which include different aspects of e-Governance, cyber security, cyber laws and several related fields. At present, he is Chief Information Security Officer, Prime Minister’s Office. Prior to that he was National Cyber Security Coordinator, Government of India in the Office of Prime Minister. Earlier he was Director General, CERT-In (Indian Computer Emergency Response Team) and Group Coordinator of E-Security and Cyber Law Division in the Ministry of Communications and Information Technology.

Sanjay Kumar is from Madhya Pradesh cadre of Indian Administrative service batch 2011. He has over 23 years of experience in administrative services and currently working as Chief Executive Officer for Bhopal Smart City Development Corporation Limited and Bhopal City Link Limited with a view to transform Bhopal, a City of Lakes, Tradition & Heritage into a leading destination for Smart, Connected and Eco Friendly communities focused on Education, Research, Entrepreneurship and Tourism.

He has also worked as Additional Commissioner- Bhopal Municipal Corporation, Chief Executive officer -Jila Panchayat, Raisen and Sub Divisional Magistrate and at various places in the state. He has also served the state of Madhya Pradesh as State protocol officer for two years. He was fellow participant for certificate course in Urban Development Infrastructure Programming-Cities development Initiative of Asia, Singapore.

His knowledge and wisdom can be seen in the projects he is heading in Bhopal Smart City as well as Bhopal City Link Limited.

Sameer Unhale, an Indian National, Born in 1969 is a practitioner in Urban affairs dealing with Urban Infrastructure, Urban water and Sanitation , Urban Transport, Urban Livelihood and Smart urban Governance.Mr. Sameer Unhale Is Currently Working as the Additional Municipal Commissioner , Thane Municipal Corporation & CEO of Thane Smart City Ltd. He has earlier worked as the Mission Director of the Swaach Maharashtra Mission . This Mission is has ensured Clean Urban Maharashtra in its 310 urban centers in the state .He has also coordinated efforts with various multilateral agencies on Environment projects. An Urban Practitioner, he has worked in several cities as Municipal Commissioner like Dhule, Ulhasnagar and Nanded . He has achieved major revenue enhancement/stabilization of Municipal finance and has been responsible for introduction of innovative projects in Urban Transport (first PPP model in city bus service in cities of Maharashtra in 2002) and Community Participants/feedback (students surveying 25% of city for civic service feedback) which was recognized in the National Water Award 2009.

He is a rank holder in Masters in Sociology and Public Administration in 1993 from University of Poona, Pune. He has graduated in Physics. He has also completed World Bank module on Development Policies and Municipal Finance and Executive Program with Harvard Business School.

He has also worked in Urban Poverty Alleviation Program for more than 2 years and was responsible for formulating action plan/programme guidelines and monitoring in 250 urban local bodies of the State of Maharashtra. Earlier he had also worked at the Directorate of Information Technology responsible for State Wide Area Network/LAN and E-governance.

Som Satsangi is the Managing Director for Hewlett Packard Enterprise (HPE) in India. In this role, he has the countrywide responsibility for revenues and profitability and ensuring the greatest leverage from HPE’s Enterprise Group business.

In his 19 years with HPE, Som has served numerous leadership positions and made significant progress strengthening HPE’s sales discipline and improving simplicity, predictability and consistency in the way the company works with its partner community.

Prior to this appointment, he was the Vice President of Sales for HPE’s Enterprise Group business. In this role, he provided leadership and direction for the growth of Commercial Enterprise and Public Sector accounts for HPE across India; building capacities through development of programs and solutions, enhancing selling capabilities and operational excellence and managing the P&L for this customer segment.

Previously, Som led HPE’s server, storage, networking and infrastructure software business in India. This included the market-leading server range comprising HPE ProLiant, Superdome, Integrity and NonStop, as well as storage solutions under StorageWorks and Infrastructure Software such as Insight Software, Virtual Server Environment (VSE) and HP UNIX operating system and HPE Networking.

Before that, as the Director of Sales of HPE India’s Technology Solutions Group, he was responsible for overseeing all sales and driving continued growth for this business.

With over 30 years of experience in the IT Industry, Som, a firm believer of talent management, also championed various talent development programs across HPE.

Prior to joining HPE, he led sales and marketing organizations in various Indian IT companies. He is a gold medalist in Engineering from REC, Jaipur.

Has been part of policy making organizations for E Governance and is participant as a public speaker in E- Governance Seminars. Involved in shaping and execution of almost all large Government Initiatives in the Country. Also a part of 12th and 13th National E- Governance conference Programme Committee.

As Country Manager- Public Sector & before that as Head of Central Government Business for HP in the country, is contributing majorly to all the major Initiatives in the country. Have closely interacted with all major policy makers in the country and is a sought after speaker in the Public Forum.
